The personal silence idea is GREAT, but the group meeting idea is SILLY. Really silly.

I have actually seen some of these ideas work pretty well in group meetings – especially the idea of everybody getting to “vote” on priorities (a la the “dot voting” example @ ~7:00). It’s not so much about “silence” per se as it is putting a stop to further discussion and forcing everybody in the room to make a decision.
I’m sure everybody has been in a meeting where a minor decision point is belabored by the person who loves to play devil’s advocate and talk everything to death. While there’s absolutely a place for dissent and deep discussion, sometimes the best thing is to stop talking, form a consensus, and get back to work.
